RESTORE SIGN VISIBILITY POLICY (RSVP)

PURPOSE

The purpose of this policy is to establish procedures whereby sign owners may obtain permits from the Arkansas State Highway and Transportation Department to restore the visibility to their signs from adjacent State Highways.

Instructions for Obtaining a Billboard Permit

Each application must be fully answered, signed, and must include the following:

  • Check or money order payable to AHTD-Beautification, for the $40 application fee.
  • Written permission, signed by the landowner and dated within 30 days of the application date, allowing the erection and/or maintenance of the sign on the property.
  • A copy of your city building or sign permit, dated within 30 days of the application date, indicating the zoning classification of the property. If no city building or sign permit is required, submit a signed statement from the city indicating the zoning classification of the property and that no city permit is required.
  • A detailed diagram indicating the exact location of the stake that has been placed where the sign will be erected, with distances in feet from the nearest building or other landmark.

REGULATIONS FOR CONTROL OF OUTDOOR ADVERTISING

SECTION 7 ELECTRONIC MESSAGE DEVICES (EMD)

A. Definitions:

  1. Electronic Message Device (EMD)” means a sign with the capability of displaying words, symbols, figures or images controlled by electronic communications.
  2. Blinking” means any form of flashing where a pattern of sudden illumination changes occurs, excluding the transition of electronic messages.
